Yes, there is sun. There was a storm brewing when this was taken.
In fact, it gets hotter in Tallahassee than it does in Tampa.

Okay... if your last line is leading towards saying that I shouldn't be wearing anything that shows my legs because I'm not tan then: You don't have to be tan and it isn't necessarily sexy but actually quite unhealthy. There are many beautiful women in present times who are known for their fair skin and in the past it was the admirable quality to have. I don't usually wear shorts because people think being fair is ugly but not when I'm outside at state parks all day and it is 93+ degrees out.
If that is not where your last line was going, then forget it.
